Grant reporting is one of the most consistently poorly designed parts of the grants management lifecycle. Funders ask for too much. Grantees submit reports that tick boxes but say nothing useful. Programme staff spend weeks chasing incomplete returns. Board members receive reports they don't understand. And at the end of it, nobody is really sure whether the grant worked.
This isn't a grantee problem. It's a design problem. The reporting templates and requirements that funders set determine the quality and usefulness of the information they get back. If your reports aren't giving you what you need, the template is the first place to look.
Before redesigning a reporting template, it's worth being honest about what you're trying to accomplish. Grant reporting serves three distinct purposes — and most templates try to serve all three badly rather than any one well.
Compliance assurance: Confirming that the grant was spent on what it was approved for, that the project proceeded broadly as planned, and that there are no red flags requiring intervention. This is the minimum. It's backward-looking and primarily financial.
Programme intelligence: Understanding whether the approach worked, what could be improved, and what you're learning across a portfolio of grants. This is where most reporting fails — the information comes in, sits in a folder, and isn't synthesised into anything useful.
Accountability and storytelling: Giving your board, your own funders, or the public confidence that the money was well spent. This is the most public-facing purpose, and it requires a different kind of information than the first two.
Most reporting templates conflate all three, producing a document that doesn't do any of them particularly well. The first step is to design for a primary purpose.
A well-designed reporting framework has three layers — each with a different audience, a different format, and a different due date.
The financial accountability report is the compliance layer. It answers: was the grant spent appropriately?
This should be simple, standardised, and not onerous. A financial report template should ask for:
- Expenditure against approved budget line items
- Total expenditure to date vs total grant to date
- Variance explanation (if >10% variance on any line)
- Bank statement or auditor confirmation (for larger grants)
This is not the place for narrative. It's the place for numbers. Asking grantees to write narrative alongside their financial return creates confusion about what's required and produces reports that are hard to process consistently.
Keep the financial report short, standardised, and machine-readable where possible. If you're processing 80 financial reports per quarter, you need to be able to identify outliers quickly — not read 80 pages of narrative.
The milestone report answers: is the project on track, and what evidence do we have?
This layer should be tied to the milestones agreed in the grant contract — not to arbitrary calendar dates. A project with two delivery milestones should have two milestone reports. A project with five milestones should have five. Calendar-based reporting (six-monthly, annual) that doesn't align with project milestones generates reports that can't say much because nothing significant has happened since the last reporting date.
A well-designed milestone report asks:
- What was the milestone?
- Was it achieved? If not, what happened and what's the revised plan?
- What evidence can you provide? (photos, participant numbers, documents produced)
- What's the next milestone and expected date?
The evidence question is important and often poorly handled. Funders frequently ask for evidence but don't specify what counts. "Please provide evidence of project delivery" produces wildly inconsistent responses — some grantees submit a photo, others submit a 20-page report. Specify what you want: participant attendance records, a copy of the document produced, a photograph with a caption.
The final report answers: did it work, and what did we learn?
This is the hardest layer to design well because "did it work" is a harder question than it sounds. Most grantees will tell you it worked. The useful final report isn't the one that asks "did the project achieve its goals" (answer: usually yes) — it's the one that asks "what changed for the people or community this project served, and how do you know?"
A good final report template asks:
- What were the intended outcomes at the start of the grant?
- What outcomes did you observe at the end? What's your evidence?
- What would you do differently if you ran this project again?
- What's the plan for sustaining this work beyond the grant period?
The "what would you do differently" question is the one most funders are afraid to ask, and it's the most valuable. It signals that you're interested in learning, not just compliance. It produces honest, useful information. And it creates a culture where grantees feel comfortable sharing what didn't work — which is where the most useful programme intelligence lives.
Asking for information you don't use. If your reporting template asks for 14 fields of data and you only look at 3 of them, your grantees are doing 11 fields of work for no reason. Audit what your staff actually reference when they review reports, and cut everything else.
One template for all grant sizes. A $3,000 community grant and a $500,000 multi-year programme investment should not have the same reporting requirements. The reporting burden should be proportionate to the grant amount and risk profile. Small grants need light, simple reporting. Large grants need more rigorous oversight — but even then, it should be targeted, not exhaustive.
Annual reporting for multi-year grants. If a project runs for three years and you ask for one report per year, you'll have your first real visibility into how it's tracking at the 12-month mark — which is too late to intervene if something has gone wrong. Multi-year grants need milestone-based check-ins, not just annual reports.
Narrative-only financial reporting. "Please describe how you spent the grant" is not a financial accountability mechanism. If you need financial accountability, ask for financial data: actuals against budget, with a brief variance note. Narrative descriptions of spending are unverifiable and inconsistent.
No due date consequences. If you have no process for following up late reports, the deadline is theoretical. Late reports are often a signal of a project in trouble — the grantee who doesn't submit isn't ignoring you, they're often avoiding a conversation they're not ready to have. A timely, light-touch follow-up (not a threatening email) often opens that conversation before a small problem becomes a large one.
This is where most grant reporting systems break down. Reports come in and go into a folder. Nobody synthesises them. Nobody looks across the portfolio to see what's working and what's not. The reporting burden on grantees generates no programme intelligence for the funder.
This is partly a resource problem (someone has to read and synthesise the reports) and partly a systems problem (the reports aren't designed to be aggregated). If your template asks for free-text narrative responses, you can't easily count outcomes across 80 grantees. If your template asks for structured data — participant numbers, milestone completion yes/no, quantified outcomes — you can.
The shift toward structured reporting (standardised fields, dropdown selections, numeric inputs where possible) makes synthesis dramatically easier. It also makes reporting lighter for grantees — filling in a form is faster than writing a narrative, especially for community organisations with limited admin capacity.
If you're redesigning your reporting requirements, the single most useful thing you can do is talk to your grantees first. Ask them: what questions are hardest to answer, and why? What information do you have readily available that we've never asked for? What would you want to tell us that our current template doesn't let you say?
Grantees often have better programme intelligence than funders realise — they just haven't been asked the right questions. Good reporting design surfaces that intelligence rather than burying it under compliance box-ticking.
If you can't redesign from scratch, start with one change: add the "what would you do differently" question to your final report template. It costs nothing, it takes grantees ten minutes to answer, and it will give you more useful information than the rest of the template combined.
A complete grant report covers financial accountability (budget vs. actuals), activity delivery (what was done vs. what was planned), outcomes (what changed for beneficiaries), and learnings (what the grantee would do differently). The level of detail should be proportionate to the grant size.
The most effective approach combines clear expectations set at the grant offer stage, automated reminders before the deadline, a named contact for questions, and — for capacity-limited grantees — supported completion via a structured phone conversation. Tying final payments to acquittal submission also significantly improves compliance rates.
A grant acquittal is the final accountability document submitted by a grantee at the end of the funded period. It confirms that the grant was used as intended, reports on what was delivered, and provides financial evidence proportionate to the grant size. It formally closes the grant relationship between funder and grantee.
