Every grant manager knows the feeling. The application portal closes. You open the dashboard. 487 applications.
The next four weeks are going to be brutal.
This is one of the most common — and most solvable — problems in grants management. High-volume assessment rounds grind teams into the ground, produce inconsistent decisions, and create legal and reputational risk when the process isn't properly documented. The good news is that most of the pain is structural, not inevitable. With the right framework, a team of three can run a rigorous, defensible assessment of 500 applications without working weekends.
Here's how.
When teams have no formal triage process, assessment becomes an undifferentiated mass of reading. Every reviewer reads every application. Every application gets the same time whether it's immediately ineligible or genuinely strong. By week two, reviewers are fatigued. By week three, they're pattern-matching rather than assessing. Decisions at the start of the round are better than decisions at the end — and that's not a small problem when you're making significant funding decisions.
The fix is to stage the process. Not all applications deserve the same depth of attention. Your job is to get the right applications in front of the right people at the right level of scrutiny.
The first cut is purely mechanical. Is this application eligible under the stated criteria? This is not a judgment call — it's a checklist. Does the applicant meet the organisational type requirement? Is the project within the funding scope? Did they submit before the deadline? Is the budget within the stated range?
This stage should be completed by one or two people — ideally not your senior assessors — within a few days of the portal closing. It requires no subject-matter judgment. It requires only that someone can read the guidelines and compare them against the application. In a well-run programme, 10–30% of applications will be screened out at this stage. They were ineligible to begin with.
What to capture at Stage 1: A binary decision (eligible/ineligible) with a coded reason for each ineligible application. This documentation matters for two reasons: applicants may ask why they were declined, and your board or funder may want to see that ineligibles were handled consistently.
Common mistakes at Stage 1: Being too lenient (passing borderline applications to be "fair" and creating downstream workload) or too strict (screening out applications that need a judgment call — those should go to Stage 2, not be eliminated here).
Stage 2 is where the substance happens. Eligible applications are scored against your published criteria by individual reviewers working independently. The key word is independently. Reviewers should not discuss applications before they score — that's what Stage 3 is for.
Each application should receive scores from at least two independent reviewers. If your criteria include factors like organisation capacity, project plan quality, community need evidence, and budget appropriateness, each of those should have a discrete score. A weighted total gives you a rank-ordered list that Stage 3 can work from.
How many reviewers per application? Two is the minimum for accountability. Three is better for borderline applications. The goal is to catch individual bias, not to dilute good judgment — so resist the temptation to have every reviewer score every application.
Handling borderline scores: Build in an explicit rule. For example: if the two scores for an application differ by more than 20%, it automatically goes to a third reviewer before Stage 3. This prevents the panel from spending two hours debating applications where the scoring disagreement was actually one reviewer having a bad day.
Conflict of interest: Every reviewer must declare conflicts before Stage 2 begins — not when they encounter a particular application. Your conflict of interest process should be a pre-condition of participation, not an afterthought.
Stage 3 is not re-assessment. It's decision-making from the scored list.
By the time your panel convenes, you should have:
- A rank-ordered list of applications by composite score
- Clear banding: strong recommendations, borderline, and below threshold
- A dollar figure showing what the "strong" band would cost against your available budget
The panel's job is to make funding decisions, not to relitigate the scoring. They should focus most of their time on the borderline band — the applications where the scoring suggests genuine merit but where context, portfolio balance, or strategic priorities might affect the final call.
How long should Stage 3 take? For a 500-application round with a 30-applicant "borderline" band, a well-prepared panel can make quality decisions in two half-day sessions. If your panel is meeting for two full days, Stage 2 didn't do its job.
The most common mistake in high-volume rounds is distributing the full application list to every reviewer. If you have 500 applications and five reviewers, and each reviewer scores every application, that's 2,500 scoring events. At 20 minutes per application, that's 833 person-hours of assessment work — more than 20 person-weeks.
The alternative is distributed assessment. Each application needs two reviewers. Assign reviewers to applications (not the reverse). With five reviewers and 500 applications, each reviewer assesses 200 applications (two reviewers per application). That's 4,000 total person-minutes per reviewer — about 67 hours each. Hard, but survivable.
The distribution should be deliberate, not random:
- Assign reviewers to categories they know
- Never assign a reviewer to an application where they have a conflict
- Balance the load across reviewers (don't give your fastest reviewer all the complex ones)
Every high-volume grant round carries legal and reputational risk. An unsuccessful applicant who feels they were treated unfairly can request information about the process. A board member can ask why a particular application was declined. A media inquiry can ask whether the panel had the right expertise.
Without documentation, you're exposed. With documentation, you're protected.
The minimum audit trail for a compliant assessment process:
- Eligibility decision for every application, with reason code
- Scores from every reviewer for every application they assessed
- Conflict of interest declarations from every reviewer
- Panel discussion notes for borderline applications
- Final decision with brief rationale
This documentation doesn't need to be elaborate. It needs to exist and be traceable.
Grant managers often confuse "fair" with "everyone gets the same." In a competitive process, fairness means something more precise: every application is assessed against the same criteria, by reviewers who were free of conflicts, using a process that was disclosed in advance.
Giving every application the same amount of time is not fairness — it's a recipe for reviewer fatigue that disadvantages later-reviewed applications. Structured triage, consistent scoring criteria, and documented decisions are what fairness looks like at scale.

Purpose-built grants management software handles all of this — and the operational gain is significant. Teams that move from spreadsheet-based assessment to structured software typically cut assessment administration time by 40–60%, not because the reviewing gets faster, but because the coordination overhead disappears.
If your next round is already open, you probably can't redesign the whole process. Pick one thing: implement a formal Stage 1 eligibility screen before your reviewers open a single application. Screen out the ineligibles cleanly, document the reasons, and give your reviewers a smaller, cleaner pile. That alone will make the round more manageable.
If you have time to redesign: build the criteria scoring rubric first, before applications open. Test it on dummy applications with your reviewers. Identify where the rubric produces ambiguity and resolve it before the round starts. Ambiguous criteria are the single biggest driver of panel time in Stage 3.
The goal is an assessment process that produces better decisions with less staff time — and that leaves a paper trail you'd be comfortable showing to anyone who asks.
For most programmes, three to five independent assessors provides adequate coverage. Small, lower-value programmes can work with two. Large or high-value programmes benefit from five to seven. The goal is enough perspectives to catch bias and error without making deliberation unmanageable.
With a well-designed process — clear rubric, calibrated assessors, and a grants system to manage scoring — a panel of five assessors can review 500 applications in three to four weeks. Without these conditions, the same task can take six to eight weeks with lower consistency.
The primary mechanisms are a detailed scoring rubric with written score descriptors, a calibration session before assessment begins, and a structured deliberation process that requires all panel members to state their view before open discussion. Diverse panel composition and conflict of interest management are also essential.
